MINUTES OF MEETING
DECEMBER 2, 2004


PRESENT: Chairman Tracy Scott, Joanna McIntosh, Mike Stamowlaros, Richard DeBold, Stan Brehm, Brad Towle, Tom Jameson, Peter Wade and Secretary Andrea Deachman

Chairman Scott introduced the Board, and requested they review the minutes of November 4, 2004. The following changes were made.

Under corrections of October 7, 2004 – Page 2 – Public Hearing – Barlow Homes remove the word fix and add the word change and end the sentence with a period after Gail.

Motion was made to accept the minutes with changes.

PUBLIC HEARING:                         ZONING AMENDMENTS
                                                Wetlands revision

Discussion on the Wetlands revision, new wording will be made available on December 22, 2004 at the Town Hall and Town Library for public review.

Motion was made to continue the Public Hearing to January 6, 2005.

DESIGN REVIEW:  Danny Pabst/Mike & Mary Cooney Property
        Site Review – Driving Range
        Map 4, Lot 166, Dover Road
Abutters present: Robert Cavaco

Mr. Pabst and his engineer Steve Cummings presented plans for the project. They are aware if the revised wetlands ordinance does not pass he will be required to revert to the zoning that was in effect prior to this evenings public hearing.

They would like to get approval for the pro shop, apartment and parking now. Recommendation from the Board was the following items needed to be addressed:

Approval for variance to the 100 foot buffer in the wetlands from the Board of Adjustment.
State, driveway, septic and site specific, wetlands bureau
EPA – Storm water
Well radius from the abutting property to the west.
Planning Board signature block
Surveyor stamp
Soil Scientist stamp
Owner of Record

Design review closed.

Motion was made that all of the following permits and approvals must be obtained for the mylar to be signed.

Abutters present: David Dobbins, Richard & Dotty Mackin

Mr. Gagne presented the Board with plans for the lot like adjustment. Some items need to be addressed.

The reference plans were not available for the board to review. Furthermore the Board was in agreement that both lots need to be on the plan in their entirety. Soil types need to be on the smaller lot to make sure it is not becoming a substandard lot. Locust map needs the site specified. Soil Scientist stamp for wetlands delineation, Setbacks and add Robert W. Gagne as an additional owner of record. Add a note describing what is happening.

The Board was in agreement that the following items need to be addressed:

Both lots in their entirety
Soil types on the smaller lot
Locust map to indicate site
Soil Scientist stamp for wetlands delineation
Setbacks
Robert W. Gagne listed as additional owner of record
Note describing what is taking place

Board was in agreement to continue to January 6, 2005

DISCUSSION:     Nick Alexander
                Central NH Regional Planning
        Transportation Model and Demographics

Nick discussed the growth both with increased population but also jobs in Chichester.  The Board reviewed the maps and information provided and was in agreement that 100 jobs needed to be removed from area 702 and 50 added to each area 701 and 703. Nick will keep the Board informed of further information.

        Map 7, Lot 9, Ferrin Road

Mr. Mackin would like to subdivide his property and would like the original lot to have frontage on Ferrin Road and the new lot to have frontage on Back Road.  Design Review/Public Hearing set for February 2005

DISCUSSION:     Theresa Brown
        Home Occupation – Riding School
        Map 7, Lot 35, Ferrin Road

Ms. Brown explained to the Board that she has a small riding school and would like to increase student participation and add some new structures to the property.  Will call when ready to continue.

DISCUSSION:     Mark Chronis
        Route 4 & Cross Road Property
        Map 4, Lot 155B

Mr. Chronis came to the Board to discuss his property and what the Board feels is needed for the lot to come into compliance from a past site review done by his tenants. Discussion came back to the approval of the site review with pavement at the west of the driveway at the front of the lot.

Mr. Chronis was referred back to the selectmen.

DISCUSSION:     Zoning Changes

There are several small changes that need to be made in the current zoning. Most of which are cosmetic. The Board reviewed the changes; Secretary Deachman will make the changes and highlight.
